MANAGING CHANGE GUIDE

DISPLAY ENERGY CERTIFICATES

In preparing a workshop based on DECs (Display Energy Certificates – the certificate to be displayed by public buildings) it struck me as interesting that although the certificates are in the public domain – you need the 16 digit reference number to download a certificate. It has made me wonder why there is not a search facility of the official database. In August last year the BBC had similar thoughts and were, provided through a Freedom of Information request, with a database (spreadsheet) that gave address, post code and reference number. So my question is why isn’t this information more easily accessible? Whilst considering that, another point is that the carbon dioxide emissions factors used by the DEC process are NOT in the public domain. The official view is that since they are only for the use of Accredited Assessors, they do not need to be. I think I am prepared to argue with that point!
